“公园城市”理念的提出开启了新时代中国城市绿
地发展的新篇章,适应了人民对美好生活的需求。当前,在我
国资源约束趋紧、环境污染严重、生态系统退化的严峻形势之
下,城市绿地系统结构优化、管控革新和内在进级面临全新挑
战,亟待探索公园城市目标下的中国城市绿地系统新型发展模
式与可持续优化路径。工业革命后,英国伦敦城市绿地系统历
经百年发展,完善的绿色框架受到全球广泛推崇。在系统梳理
英国伦敦城市绿地系统发展历程的基础上,从政策框架、建
设实施、信息共享、绩效评价、后续管理、运营参与等方面重
点阐述其在我国城市绿地系统建设方面的特色亮点和成功经
验。对标当前我国城市绿地系统建设面临的问题与需求,从
战略指引的顶层设计、问题导向的功能响应、数字支撑的管
控平台、多方协同的建设实施、灵活多样的运营模式5个方面
有针对性地提出我国城市绿地系统优化建设路径,进而为我
国“公园城市”目标下的城市绿地系统的科学建设提供参考
借鉴与发展指引。 |

Abstract: |
The concept of "Park City" opens a new chapter in the
green development of Chinese cities in the new era and meets the
new needs of the people for a better life. Under the current severe
situation of tighter resource constraints, serious environmental
pollution and ecosystem degradation in China, structure
optimization, management and control innovation and internal
advancement of urban green space system face new challenges.
It is urgent to explore a new development model and sustainable
optimization path for China's urban green space system. After the
Industrial Revolution, the urban green space system of London
in the United Kingdom has undergone a century of development,
and the urban environment construction has achieved outstanding
results. Based on a systematic review of the development history
of London's urban green space system, this paper focuses on its
features, highlights and successful experiences in the construction
of urban green space system in the aspects of policy framework,
construction and implementation, information sharing, performance
evaluation, follow-up management and operation participation.
Targeting the problems and needs of the urban green space
system construction in China, the green space system optimized
construction path for China is put forward from the five aspects
of design from top with strategic guidance, problem-oriented
functional response, control platform with digital support, the
construction implementation with multi-party cooperation, and
flexible operation mode. Furthermore, it provides reference and
development guidance for the scientific construction of urban green
space system in the context of "Park City" in China |
