| As the first international convention focusing on landscape itself as policy concern, European Landscape Convention (ELC) marks the "landscape" concept transforming from the field of scientific knowledge into action criterion and becoming a policy tool for transnational governance. Stipulation and certainty are essential characteristic of ELC as a "soft law". The precise concept and strict logic are the cornerstone of the convention document. The paper interprets the definition of landscape and its significance of ELC from the perspective of interpretation of the legal text, makes a deep interpretation of the general measures and framework of landscape action, as well as the interrelationship between landscape knowledge and landscape action, and elaborates in detail the intervention mechanism and implementation methods/tools of the convention at the national level |
