在全球生物多样性急剧丧失和仅凭保护地难以实现
“昆明-蒙特利尔全球生物多样性框架”提出的“3030”目标
的背景下,其他基于区域的有效保护措施(OECMs)作为一种
新的就地保护工具在国际上逐步得到重视。中国已开展了丰富
的生物多样性保护实践,但尚未系统性开展OECMs的识别与
评价。试图确立OECMs中国化的关键议题。研究内容包括分
析OECMs中国化的必要性;系统总结OECMs全球实践的进展
和局限,为中国OECMs提供参考;结合中国生物多样性保护
已有基础和国情,提出包含概念、识别、治理和评价4个方面的
OECMs中国化关键议题。研究结论能进一步推动中国OECMs
相关实践和研究工作的开展,支撑中国OECMs的标准建设和示
范,确保中国OECMs的稳步推进和有效实施 |

Abstract: |
In the context of the rapid loss of global biodiversity
and the difficulty in achieving the "30 by 2030" target proposed by
the "Kunming-Montreal Global Biodiversity Framework" solely
through protected areas, Other Effective area-based Conservation
Measures (OECMs) have emerged as a novel in-situ conservation
tool and have gradually gained international attention. China has
embarked on a plenty of biodiversity conservation initiatives;
however, a systematic approach to the identification and assessment
of OECMs has not yet been undertaken. This study endeavours
to delineate the pivotal issues for the localization of OECMs in
China. The research encompasses an analysis of the imperative
for the localization of OECMs in China; a synthesis of the global
progresses and constraints in OECMs practices to inform China's
approach; and the formulation of critical issues for the localization
of OECMs, integrating the existing foundations and national context
of biodiversity conservation in China across conceptualization,
recognition, governance, and evaluation. The findings of this
study are poised to further catalyse the advancement of OECMsrelated
practices and scholarly endeavours in China, underpin the
establishment of standards and exemplars for China's OECMs, and
ensure the steady progression and effective implementation of the
China's OECMs. |
