伴随生态文明建设的持续深入,以生态功能为主导
的魅力地区的战略价值也不断提升。国家层面,魅力景观区作
为整体品牌,能够融合乡村振兴的政策导向、国家公园的自然
本底以及特色小镇的新经济产业,有利于在城市群以外的国土
空间寻求保护与开发格局的再平衡;城市层面,城市魅力圈凭
借良好生态环境与地域特色,与商务圈(创新圈)功能交叠并着
重引领新生产生活方式。在对魅力地区的价值再认识、发展路
径与制度保障研究的基础上,总结国家魅力景观区和城市魅力
圈2类魅力地区的战略价值与规划引导,并以杭州为例展示城
市魅力圈的发展路径,从而为生态文明建设时期不同层级魅力
空间的营造提供方向指导。 |

The Strategic Value and Planning Guidance of National Attractive Landscape Area and Urban Attractive Sphere |

Abstract: |
As the development of ecological civilization, the
strategic value of attractive areas led by ecological functions
is increasing accordingly. At the national level, the attractive
landscape area, being a holistic brand, integrates the strategy
for rural revitalization, the ecological environment of national
park and the new economy in characteristic town, seeking to
rebalance the pattern of conservation and development beyond
urban agglomerations. At the city level, the urban attractive sphere,
with its ecological environment and local features, overlaps with
business area (innovation circle) and leads a new production and
life style in particular. Based on the research of attractive area's
values, development paths and institutional guarantees, this paper
summarizes the strategic value and planning guidance of two
types of attractive area, namely national attractive landscape area
and urban attractive sphere, and takes Hangzhou as an example
to systematically demonstrate the development paths of urban
attractive sphere, so as to provide guidance for the construction of
attractive area during the development of ecological civilization. |
