城市雨洪灾害的产生与气候变化、土地利用、防洪
排涝基础设施空间布局等密切相关。大量研究证实,单一依
靠市政改造雨水管网的传统做法工程成本高、改造难度大,
实际效果不理想。而基于自然的解决方案(Nature-based
Solutions,NbS)倡导对生态系统的最小干预,将灰蓝绿基
础设施有机结合,为城市雨洪韧性规划提供了一种新思路。采
用“理论研究+应用案例”相结合的方法,首先分析了将NbS
理念应用到城市雨洪韧性规划中的切入点,提出NbS视角下
城市雨洪韧性规划的一些思考;其次,应用MIKE FLOOD模
型,对场地雨洪风险进行评估;最后,结合应用案例特点,以
堤防岸线、水系网络、水位管理为抓手,阐述了NbS理念在
城市雨洪韧性规划中的具体方案。结果表明,NbS视角下的
城市雨洪韧性规划方案具有可行性,以期共同推动NbS实施
行动。 |

Study on the Application of Nature-based Solutions in Planning for Urban Rain and Flood Resilience |

Abstract: |
The occurrence of urban rain and flood disasters is
closely related to climate change, land use, the spatial distribution
of flood control and drainage infrastructure. A large number of
existing facts indicate that the traditional method of planning that
relying solely on the municipal storm water pipe network has
high engineering cost and great difficulty in reconstruction, whose
actual effect is not ideal. The Nature-based Solutions (NbS), which
advocates minimal intervention to the ecosystem and combines
grey-blue-green infrastructure, provides a new planning idea for
urban rain and flood resilience. This paper adopts the research
method of "theory research + application case". Firstly, the way
of the application of NbS to planning for urban rain and flood
resilience is analyzed, with some planning thoughts for establishing
urban rain and flood resilience. Secondly, the paper uses MIKE
FLOOD Model to evaluate the flood risk of storm water. Finally,
combining with the characteristics of the application cases, the
concrete scheme that integrates NbS into planning for urban rain
and flood resilience is expounded, which is mainly based on dike
shoreline, water network and water level management. The results
show that planning for urban rain and flood resilience can be
feasible from the perspective of NbS. This paper aims to play a role
in promoting the implementation of NbS in China. |
