| 在《生物多样性公约》(CBD)“人与自然和谐共
生”的2050年愿景背景下，乡村地区生物多样性保护与社会
经济发展的协同尤为重要。地方生物多样性行动计划有潜力推
进乡村发展与生物多样性保护协同。以英国为例，阐述地方生
物多样性行动计划的背景及决策步骤，剖析其在基础、目标、
措施及保障4个层面的乡村发展与生物多样性保护协同路径。
针对中国地方生物多样性行动计划编制中面临的问题，从明确
地方生物多样性行动计划前置地位、增设乡村生物多样性专项
内容、加强协同措施落地性，以及提升农民积极性四方面提出
建议，以期实现乡村生物友好的可持续发展。 |

| A Synergistic Approach between Rural Development and Biodiversity Conservation in UK Local Biodiversity Action Plans |

| Abstract: |
| In the context of the 2050 Convention on Biological
Diversity (CBD) vision of "Living in harmony with nature",
the synergy between biodiversity conservation and socioeconomic development in rural areas is particularly important.
Local Biodiversity Conservation Strategies and Action Plans
(LBAPs) have the potential to advance rural conservation and
development synergies. This paper takes the United Kingdom
as an example, describes the development of LBAPs and the
decision-making process, analyzes the LBAPs' approach to
rural biodiversity conservation and development at the levels of
foundation, objectives, measures and safeguards. For problems
faced in the preparation of local biodiversity action plans in China,
suggestions are made in four aspects: clarifying the pre-position
of local biodiversity action plans, supplementing the content of
rural biodiversity, enhancing the implementation of coordinated
measures, and improving farmers' enthusiasm, in order to achieve
bio-friendly and sustainable development in rural area. |
