| 通过分析公共健康风险特征，结合风景园林“三元
论”界定公共健康视角下城乡绿地的概念、尺度和规划职责，
借鉴国际城乡绿地促进公共健康的理论研究和实践成果，从
“园林”“风景”和“地景”3个尺度提炼理论方法与规划技
术，为充分发挥城乡绿地系统干预效用提供支撑。为应对公共
健康风险，构建包含“辨识模块-响应模块-规划模块”的城乡
绿地系统规划响应框架，并从健康规划应对和健康规划保障两
方面提出其规划响应途径，推进城乡健康人居环境建设，完善
城乡绿地系统规划理论与方法，从而推动以健康为导向的风景
园林发展 |

| Abstract: |
| Facing the urban-rural public health risks, the features,
define the concept, scale and planning responsibilities of urbanrural green space are analyzedbased on "landscape ternary theory".
Drawing on the theoretical research and practical achievements
of global urban and rural green space in promoting public health,
the technical experiences and methods on the scale of "garden",
"landscape" and "earthscape" are extracted to provide planning
support in intervention effects of green space system. To cope
with public health risks, this paper constructs a framework for
urban-rural green space system planning response, including
identification, response and planning module, and further proposes
planning response methods, to promote the construction of urbanrural healthy living environment, improve the theory and method
of urban-rural green space system planning, and promote the
development of health-oriented landscape architecture |
