| 从建立国土空间规划体系与建设生态文明的关系入
手，指出国土空间规划体系改革是生态文明体制改革的重要组
成部分，体现了提升国家空间治理能力的系统制度设计，强调
全域全要素的统筹协调和管控。在介绍国土空间规划体系建
设的基本状况后指出，国土空间规划在“生态优先”的原则之
下，规划工作中应有进一步的价值排序。首先应把生态系统的
安全性摆在首位，其次是生态功能优化，在此基础上，对自然
资源、人文资源、景观资源进行挖掘和梳理，做整体规划设
计。通过建立国土空间规划“一张图”监测评估预警系统，更
好地管理包括景观资源在内的各类国土空间资源。在新的发展
阶段，需要多学科融合，在适应国家建设新要求的同时，推动
风景园林学科的发展。 |

| Spatial Governance and Landscape Architecture:From the Perspective of Spatial Planning SystemReform |

| Abstract: |
| This paper starts with the relationship between the
establishment of spatial planning system and the development of
ecological civilization and points out that the spatial planning system
reform is an important component of the ecological civilization
system reform and embodies the institutional design for improving
the capacity of national spatial governance, with an emphasis on
the overall coordination and regulation of the whole elements in
the whole region. After introducing the general information of the
establishment of spatial planning system, the authors point out that
under the principle of "ecological priority", there should further be an
order of value in the work: first and foremost, the safety of ecological
system; second, the optimization of ecological function; and based on
the former two, the exploration, organization and integrated planning
and design of natural, cultural and landscape resources. Meanwhile,
the establishment of the spatial planning "Inteplan(an integrated
plan, yi-zhang-tu)" system facilitates the management of all kinds of
spatial resources, including the landscape resources. The new stage of
planning system reform requires multidisciplinary integration, which
adjusts to the nation's new requirements for development and at the
same time promotes the progress of landscape architecture discipline. |
