| 在治理体系与治理能力现代化背景下，协同治理是
中国城市公园运营管理模式转型的重要方向。目前，我国城市
公园管理正不断深化探索政府、企业和非营利组织等的合作管
理机制，实践经验有限，也面临众多挑战。以协同治理中共享
裁量权的特征为基础，以纽约中央公园为核心考察对象，探讨
生产、收益和偏好裁量权共享问题在城市公园协同治理中的具
体表现，重点探析其中最为复杂的偏好裁量权的利和弊，提出
我国城市公园在协同治理中规避偏好裁量权劣势并提升协同治
理效率的重要策略。 |

| Abstract: |
| In the modernization of governance system and capacity,
collaborative governance is the key direction of the transformation
of the operational and managerial model for urban parks in
China. Nowadays, the management practice of urban parks in
China has been exploring the collaboration institution between
the governments, enterprises and non-profit organizations, which
has limited experiences and massive challenges. Based on the
characteristics of shared discretion in the collaborative governance,
with New York's Central Park as the core case, this paper discusses
the specific implication of 3 discretions, namely production,
payoff and preference discretions. It focuses on the pros and cons
of the preference discretion, and provides recommendations on
how to mitigate the drawback of the preference discretion in the
collaborative governance of the urban parks in China. |
