| 以1978—2018年风景名胜区管理部门主动公开的364份公文为研究对象，通过分类统计和内容分析，明确风景名胜区公文数量和类别变化的3个阶段，总结风景名胜区在法规标准、设立、规划、保护和监督管理5个方面的制度建设历程及内容，揭示40年间风景名胜区在建设部门主管与各部委办的协同管理下，作为国家重点风景资源和自然资源保护地所形成的“设立-规划-保护-利用-检查”并全面监督的制度建设与管理体系，点明其在制度建设中存在滞后性及其法规管理尚需完善，以期为中国国家公园体制建设提供有益参考。 |

| The History of the System Construction of Scenic and Historic Area Based on Official Document Analysis (1978－2018) |

| Taking the 364 official documents published by the administrative department of scenic and historic area from 1978 to 2018 as the research object, through classification statistics and content analysis, and through classification statistics and content analysis, this paper defines 3 stages of changes in the numbers and types of the official documents, and summarizes the history and content of its institutional construction in 5 parts: laws and standards, establishment, planning, protection, supervision and management. The paper also reveals that, as a national key scenic and natural resource protection area, the scenic and historic area has formed a system of "establishment, planning, protection, utilization, and inspection" and comprehensive supervision, under the collaborative management headed by the construction department with various ministries and commissions during the 40 years. Simultaneously, it points out that there is a lag in system construction and its legal management still needs to be perfected, and provides a useful reference for the construction of China national park system. |
