海绵城市年径流总量控制指标分解方法优化研究

摘要:
年径流总量控制指标分解是落实海绵城市低影响开发建设的关键环节,分解指标的合理性和可操作性是海绵城市规划设计中的重点和难点。结合当下普遍采用的2种分解方法“容积法”和“模型计算法”,提出“双导向法”。通过优化影响因子指标调整体系,开展指标分解的应用研究,以加强规划实践中分解指标值的指导性和可行性;结合系统的平衡调整方式,对影响因子指标进行调整,能兼顾控制指标的可操作性及经济性。此方法已应用于青海省西宁市海绵城市建设规划实践中,分解结果对区域层面水问题系统解决以及项目落地可实施性均具有良好效果。

Study on the Optimization of the Decomposition Method for Total Runoff Volume Capture of Annual Rainfall in Sponge City

Abstract:
The decomposition of annual runoff total control index is the key link to the implementation of low impact development. The rationality and maneuverability of the decomposition index are not only the key point but also the difficulty in the planning and design of sponge city. Combining the two commonly used decomposition methods, "volume method" and "model calculation method", a "double guiding method" is proposed. By optimizing the index adjustment system, the application research of the index decomposition is carried out to improve the guidance and feasibility of the decomposition index value in the planning practice, and the balance adjustment mode of the system is used to adjust the influence factor index, and the operability and economy of the control index can be satisfied. The method has been applied to the construction and planning practice of the sponge city in Xining, Qinghai Province. The decomposition results have good effect and feasibility on the water problem system.
