| 2018年3月，为深化改革，国务院机构进行了大调整。国家在新成立的自然资源部内设立国家林业和草原局(国家公园管理局)，并将国务院原各部委办分别管理的专类公园，包括原国务院批复的国家级风景名胜区和自然保护区，划归为国家林业和草原局，至此中国的国家公园与自然保护地体系在行政上得到了统一管理。作为该体系中的一员，统一管理后的专类公园、风景名胜区和自然保护区该如何发展，受到人们的高度关注。阐述了风景名胜区发展40年的历程，论述了风景名胜区4个不同发展时期的国家方针政策，通过对经验与教训、成功与败笔的再认识，证明“天人合一”的中国传统哲学观及其指导下的“人与自然和谐为本”的发展思想是促进风景名胜区可持续发展的重要途径。 |

| Recognition of the Development of Scenic and Historic Areas in 40 Years |

| In March 2018, the State Council made major adjustments to deepen the reform. The State established the National Forestry and Grassland Bureau (National Parks Service) under the newly established Ministry of Natural Resources, and the special parks managed by the former ministries and commissions of the State Council are classified under the administration of the National Forestry and Grassland Bureau, including the National Scenic and Historic Areas (National Park of China) and Nature Reserve of China approved by the State Council. So far, China's national parks and nature reserve system has been administratively unified. As a member of the system, how to develop specialized parks, Scenic and Historic Areas and Nature Reserve after unified management is a matter of great concern to people. The paper expounds the 40 years of development of scenic and historic areas and discusses the national policies and strategies of 4 different development periods. Through experience and lessons, it is proved that the traditional Chinese philosophy of "Harmony between Man and Nature" and the development thought of "Harmony between Man and Nature" under the guidance of it is an important way to promote the sustainable development of scenic and historic areas. |
